Following our last priority setting meeting, held at the Bushmead Community Centre on Monday 20th June 2022, the newest priority for the Bushmead and High Town area is Speeding and Vehicle ASB. This was decided by the community, due to a number of recent incidents related to vehicles speeding and driving in an anti-social manner.

Whilst the community priority of Sexual Exploitation from the last three months will no longer be the priority, we will continue to run Operation Octans. Operation Octans is Bedfordshire Police’s response to the on-street sex trade in Luton, and the related ASB to this. This is a perpetrator focused operation we run to tackle the demand of the sex trade. So far, we have had several positive results, with multiple arrests made and stop searches complete.

We have been running OP OCTANS where we have increased patrols in the area of High Town, safeguarding vulnerable victims and dealing with perpetrators of sexual exploitation. As part of this, we have held several meetings with LBC and the Neighbourhood Enforcement Team. We have also attended the drop-in sessions at Azalea.

Between 03/05/2022 – 25/05/2022 we have provided safeguarding advice to vulnerable individuals as part of OP OCTANS, arrested 3 persons, conducted 3 stop searches , submitted 13 intelligence reports, given 5 community resolutions and dealt with 1 Traffic related offence including seizure of the vehicle.

From May to July 2022 funding was authorised which allowed police officers to work overtime to patrol High Town and tackle the issues of the on-street sex trade. During those months, we protected several vulnerable females from sexual exploitation and referred them to services where they could receive extra support. We also cracked down on curb-crawler and enforcement was made in relation to warning letters being issues and community resolutions. We also dealt with road traffic offences and drug offences whilst on the operations.

We are currently looking into getting grants for further funding.

27/09/2022 PC350 & PC5023 conducted 2 hours foot beat around THE PATHS ESTATE this afternoon, talking to residents.
Residents workshop has been organised for 10/11/2022 1800-2000.

09/10/2022 PC350 and PC5023 conducted 45 mins foot beat around THE PATHS ESTATE and WENLOCK STREET, 1 female spoken to all in order, no issues and safeguarding given.

10/11/22 A residents meeting was held in High Town for OP OCTANS for residents to share their experiences of the on-street sex trade happening in the local area, and to discuss how to find a collaborative approach to reduce the impact on residents and protect the women involved run by DCI DOUNAIS.

The guns and gang’s unit for Bedfordshire Police have been running OP PRESIDENT which is an OP targeting serious youth violence.
Daily patrols have taken place by Police officers in hot spot locations such as Kingsway Park, Dallow Road, Runley Road, Wardown Park and other locations identified.

As one way of tackling the issues and obtaining intelligence, PC 350 organised a planned operation within the two wards.
From 01/08/2022 - 03/08/2022 a planned operation targeting vehicle crime in the Central area.

01/10/2022 -PC350 and PC5023 conducted 1 hour foot beat and HVP around THE PATHS ESTATE, KINGSTON ROAD and HIGH TOWN ROAD this morning due to concerns raised by the local residents at the recent Central Priority Setting Meeting, No issues whilst patrolling.
HVP around STUDLEY ROAD between 12:00-13:20hrs, in particular behind STUDLEY ROAD.

PC350, PC5023 and PCSO7565 met Cllr Abbas HUSSAIN at 13:20hrs at Chai & Chapati for a catch-up and to discuss concerns that he has for the ward of Dallow.
